Dear Sir:
 
On July 8, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 09-942-11, Job Order Contracting Services, to Meccor Industries Ltd. The contract term is 12 months from the date of award or the expenditure of the award amount, $4,000,000.00, whichever occurs sooner. The contract also contained a provision for three additional one year terms.
 
On June 2, 2011, the Board authorized to extend the contract one additional year (first term).  At that time, no additional funds were needed.
 
On May 3, 2012, the Board authorized to extend the contract one additional year (second term).  At that time the contract was increased from an amount not to exceed $4,000,000.00 from $4,000,000.00 to $8,000,000.00.
 
Since award of Contract 09-942-11, the District has initiated 71 construction projects, for a total dollar value of $7,173,426.18.  Of the total dollar value, Meccor Industries, Ltd, have utilized 38.85% or $2,786,677.60 MBE participation, 33.48%, or $2,402,018.42 WBE participation, and 72.58%, or $5,206,691.78 SBE participation.
 
Due to the effectiveness and the efficiency realized by Job Order Contracting since its commencement, the Director of Procurement and Materials Management recommends that the third option year to extend Contract 09-942-11 be exercised in accordance to the contract documents and ending July 8, 2014.
 
It is also recommended to increase the contract by $4,000,000.00 from $8,000,000.00 to $12,000,000.00 at this Board meeting.
 
In view of the above, it is recommended that the Board of Commissioners authorize the time extension and increase of Contract 09-942-11, Job Order Contracting Services, with Meccor Industries Ltd, in an amount of $4,000,000.00, from an amount of $8,000,000.00 to an amount not to exceed $12,000,000.00.
