Authority to issue a 5-day permit to Paramount Pictures Corporation to use land commonly known as a portion of the McCook Reservoir Site to film scenes for a major motion picture titled "Transformers 4".  Consideration shall be a permit fee of $7,500.00

Dear Sir:
 
The District has received a request from Paramount Pictures Corporation ("Paramount") to use a portion of District land commonly known as a portion of the McCook Reservoir Site for activities related to filming a major motion picture titled "Transformers 4".
 
Paramount has requested to film two scenes; one at the opening to the conveyor tunnel and one within the tunnel.  The permit will also allow Paramount to locate its equipment, tents, and trailers required to film the movie and to accommodate the needs of its staff and actors.
 
Paramount has indicated this will be one of many scenes filmed in Chicago and expects to film at the subject site in mid-March per its current schedule; however, such schedule may change resulting in later filming dates.  The filming at the subject location is scheduled to be completed within two days.  A 5-day permit is sought however to allow for a day of set-up, two days of filming, a day to restore and clean-up the site, and to allow for unexpected delays.
 
Issuance of this permit will be subject to Paramount coordinating with the District and Vulcan Materials ("Vulcan") to ensure that the needs of all the parties could be accommodated and to ensure site safety and security and the minimizing of any impacts to Vulcan's mining activities.  Additionally, the permit will be subject to Vulcan's consent.
 
It is recommended that Paramount be charged a permit fee of $7,500.00 for the 5-day permit.  The fee is calculated in accordance with District practice in issuing permits to movie production companies and recognizes that access to the site may require additional utility and security costs to the District during the permit period.
 
Since the District has no control over the content of the movie, the District's signs, logo or identification of property with the District will not be permitted in the movie.  The permit will further provide that Paramount endeavor to recognize in its closing credits the cooperation of the Metropolitan Water Reclamation District of Greater Chicago.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 5-day permit to Paramount Pictures Corporation to use land commonly known as a portion of the "McCook Reservoir Site" to film scenes for a major motion picture titled "Transformers 4".  Consideration shall be a permit fee of $7,500.00.
 
It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of its Committee on Finance and the Clerk to execute the permit agreement after it is approved by the General Counsel as to form and legality.
