Dear Sir:
 
On February 7, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, 13-980-11 Repair of Wastewater Treatment Tanks at the Stickney Water Reclamation Plant.
 
In response to a public advertisement of March 20, 2013, a bid opening was held on April 16, 2013.  The bid tabulation for this contract is:
      
A.H.C. MECHANICAL SERVICES LLC      $305,200.00
 
Six hundred sixty (660) companies were notified of this contract being advertised and thirty (30) companies requested specifications.
 
A.H.C. Mechanical Services LLC (AHC) submitted a bid for this contract.  AHC did not complete pages UP-2 and UP-3 indicating MBE and WBE firms that are to be utilized on this contract.  AHC failed to comply with the Affirmative Action Interim Ordinance Appendix D, under Section 13, Compliance Review (a) (iii), where the Director of Procurement and Materials Management shall declare the bid submission non-responsive if a Bidder failed to identify in the Utilization Plan the MBE, WBE, and SBE by name, etc.  Therefore, the bid submitted by A.H.C. Mechanical Services LLC, is considered non-responsive and rejected in the public's best interest.  The Director of Procurement and Materials Management has notified A.H.C. Mechanical Services LLC of this action.
 
The contract will not be re-advertised.  The work will be done in house by the Department of Maintenance and Operations.
