Title

Dear Sir:
 
At its April 3, 2008 meeting, the District's Board of Commissioners authorized the issuance of a 5-year permit to the USGS and UIUC, as co-permittees, to install a Chicago Waterway Observatory on the subject District property. The installation of the observatory was necessary to allow USGS and UIUC to continue a waterway study which began in 1996, on issues and topics such as measurements dealing with bi-directional flow, stratification, and density pertaining to the Chicago River and its North and South Branches. The permit is set to expire September 30, 2013.  A map depicting the location of the observatory is attached.
 
The District's technical departments have reviewed the USGS's and UIUC's request to continue to operate the observatory on District property and have no objections thereto, subject to the permittees ensuring that the security of the District's facility will not be compromised and notifying the District's systems dispatcher upon entering and leaving the building.
 
A nominal permit fee of $10.00 is recommended as is customary for governmental entities using District property for public purposes.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a five (5) year permit to the United States Department of Interior, U.S. Geological Survey and the University of Illinois at Urbana-Champaign, as co-permittees, to continue to access, operate, maintain and improve their Chicago Waterway Observatory within a small area of the Chicago River Controlling Works South Sluice Gate building located in DuSable Harbor in Chicago, Cook County, Illinois.  Consideration shall be a nominal fee of $10.00.
 
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit agreement on behalf of the District after it is approved by the General Counsel as to form and legality.
