Dear Sir:
 
Authorization is requested to issue a purchase order (PO) and enter into an agreement with U.S. Geological Survey United States Department of the Interior (USGS) Illinois Water Science Center in Urbana, Illinois, to conduct Streetscape Project work in the vicinity of the Stickney Water Reclamation Plant service area.  This project will be ongoing and is supervised by the Biosolids Utilization and Soil Science Section of the Environmental Monitoring and Research Division.  This PO will expire on December 31, 2013.
 
The purpose of this phase of the Streetscape Project is to monitor sewer flow and shallow groundwater to determine post construction wet-weather flows in the collection system (sewers or other infrastructure in confined spaces used in the collection process).  Under this Joint Funding Agreement, the USGS will operate and maintain three (3) sewer flow meters, five (5) groundwater-monitoring wells, and three (3) catch-basin water level gauges interfaced to auto samplers.  These activities are connected to the District's responsibility to monitor best management practices to achieve combined sewer overflow abatement and overall flow and pollutant loading reduction to treatment plants.
 
A large part of the cost covers maintenance of the instrumentation to ensure the reliability of the data under adverse environmental conditions to which the instrumentation is exposed.  District staff will assist the USGS personnel during maintenance visits to execute the confined space entry procedure and provide vehicular traffic control, where needed.  The costs will be shared with an expenditure of $22,600.00 to be provided by the USGS and $70,000.00 to be provided by the Metropolitan Water Reclamation District of Greater Chicago.
 
USGS, the sole-service provider for the Streetscape Project work has submitted pricing for the services required.  Inasmuch as USGS is the only source of supply for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).  
 
USGS is a non-profit, governmental agency and is therefore not required to register with the State of Illinois.
 
The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.
 
In view of the foregoing it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with USGS, in an amount not to exceed $70,000.00.
 
Funds are available in Account 501-50000-612490.
