Dear Sir:
 
Contract documents and specifications have been prepared for Contract 08-041-3P Rehabilitation of Final Settling Tank Nos. 11, 12, 13 & 14 in Batteries A, B and C, Terrence J. O'Brien Water Reclamation Plant.
 
The purpose of this project is to improve the reliability of the sludge and scum collecting system in twelve (12) final settling tanks. The existing sludge collecting mechanisms, which include rotating rake arms, center cages, influent feed wells and skimmer supports, are severely corroded. The increased risk of failure necessitates their replacement to ensure an appropriate level of service.
 
The project consists of the following:
 
1.      Remove and replace the sludge and scum collector mechanisms, including influent baffle walls and supports, center cages, rake arms, and skimmers, in final settling tank Nos. 11, 12, 13 and 14 of Batteries A, B and C (12 tanks total).
 
2.      Paint the remaining existing components in the final settling tanks, including walkway bridges, center support structures (diffusers), drive turntables, drive units, scum piping, and scum troughs.
 
3.      Repair concrete inside the twelve (12) final settling tanks and their surrounding slabs.
 
4.      Repair concrete walkways for eight (8) primary settling tanks (1 through 8).
 
The estimated cost for this contract is $3,800,000.00.
 
The bid deposit for this contract is $190,000.00.
 
The contract specifications require that all work shall be completed within 550 calendar days after approval of the contractor's bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
 
The Multi-Project Labor Agreement will be included in this contract.
 
The Affirmative Action Interim Ordinance Appendix D will be included in this contract. The type of work to be performed under the contract is within the "Mechanical" category for establishing Socially and Economically Disadvantaged Individuals utilization goals. The Socially and Economically Disadvantaged Individuals utilization goals for this contract are: 20% Minority Business Enterprises (MBE), 9% Women's Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
 
The tentative schedule for this contract is as follows:

Bid Opening      August 13, 2013
Award      October 17, 2013
Completion      May 4, 2015
 
Funds are available in Account 401-50000-645750.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 08-041-3P.
