On November 15, 2012, the Board of Commissioners authorized the Metropolitan Water Reclamation District of Greater Chicago (District) to enter into an Intergovernmental Agreement with the Public Building Commission of Chicago (PBC) for the purpose of conducting an energy audit of all buildings and to participate in the Multi-Agency Guaranteed Energy Performance Contracting Program.
 
The preliminary feasibility phase of the energy audit will consist of the assessment of District facilities and utility usage data; establishment of preliminary program objectives and minimum program requirements, including energy savings and payback goals; and the coordination and evaluation of the preliminary feasibility proposals on a representative group of District facilities by three Energy Service Companies (ESCOs).  The results of this phase will assist the District to determine which facilities are suitable candidates for full Investment Grade Audits.  The full investment grade audit phase will result in a comprehensive list of energy conservation projects that will meet District requirements and objectives.  If the District agrees to perform the full investment grade audits, approval will be sought from the Board of Commissioners for the cost of the full investment grade audit phase.
 
The estimated cost of the preliminary feasibility phase under the project formulation agreement is $78,000.00.
 
It is recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to issue a purchase order and enter into a project formulation agreement with the PBC to conduct the preliminary feasibility phase of the energy audit in an amount not to exceed $78,000.00.
 
Funds are available in Account 201-50000-601170.
