Dear Sir:
 
Rubinos & Mesia Engineers, Inc. ("RME") and Alfred Benesch & Company ("Benesch") are contractors of Skyway Concession Company, the operator of the Chicago Skyway. RME and Benesch have requested a joint permit to access the District's 95th Street Pumping Station site, located southeast of Baltimore Avenue and 95th Street in Chicago to perform annual inspections of the Chicago Skyway bridge structures.  The proposed inspections are estimated not to exceed two (2) working days per year over the next four years.
 
The Chicago Skyway structure crosses over the west portion of the District's 95th Street Pumping Station.  RME and Benesch will need to gain access to the Pumping Station roof in order to inspect the underside of the concrete deck as well as the steel members.
 
The District's technical departments have reviewed RME's and Benesch's request for the subject permit and have no objections thereto, subject to the permittees ensuring that the District's facility will not be compromised and notifying the District in a timely manner of its intent to perform its annual inspection at the subject location.
 
A fair market value fee on the permit premises would yield a fee less than the District's minimum $2,500.00 fee.  The District's standard minimum annual fee of $2,500.00 is therefore recommended.  It is also in the District's best interest to allow annual inspections of the Chicago Skyway since it crosses over the west portion of the District's 95th Street Pumping Station.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a (4) four year permit to Rubinos & Mesia Engineers, Inc. and Alfred Benesch & Company to access the District's 95th Street Pumping Station site located southeast of Baltimore Avenue and 95th Street in Chicago to perform annual inspections of the Chicago Skyway bridge structures.  Consideration shall be an annual fee of $2,500.00.
 
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit on behalf of the District after it is approved by the General Counsel as to form and legality.
