Dear Sir:
 
On April 4, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-617-11 Inspection and Repair of Cranes and Hoists at Various Locations.
 
In response to a public advertisement of June 26, 2013, a bid opening was held on July 16, 2013.  The bid tabulation for this contract is:
 
GROUP 1:  REPAIRS
SIEVERT ELECTRIC SERVICE AND SALES CO.      $308,806.00
 
GROUP 2:  INSPECTIONS
SIEVERT ELECTRIC SERVICE AND SALES CO.      $107,384.00
 
One hundred seventy-nine (179) companies were notified of this contract being advertised and twelve (12) companies requested specifications.
 
The Director of Procurement and Materials Management has reviewed the bidders' list for this contract, and is satisfied that the market for this service has been adequately solicited.  A planholders' survey revealed the following reasons for not bidding: did not have enough time to prepare a bid and do not have any agreements with any unions.  In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
 
Sievert Electric Service and Sales Co., the lowest responsible bidder for Groups 1 and 2, is proposing to perform the contract in accordance with the specifications.
 
The estimated cost for this contract was $433,200.00, placing the total bid of $416,190.00, approximately 3.9 percent below the estimate.
 
Sievert Electric Service and Sales Co. has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  electricians.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
 
The Affirmative Action Interim Ordinance Appendix D was not included in this contract due to the specialized nature of the services.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-617-11, to Sievert Electric Service and Sales Co., in an amount not to exceed $416,190.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
 
Funds for the 2013 expenditure in the amount of $58,099.00, are available in Accounts 101-67000, 68000, 69000-612240, 612650, 612760.  The estimated expenditure for 2014 is $137,996.66, for 2015 is $138,951.67, and for 2016 is $81,142.67.  Funds for the 2014, 2015, and 2016 expenditures are contingent on the Board of Commissioners' approval of the District's budget for those years.
