Dear Sir:
At its meeting of May 2, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise the public tender of bids for the lease of 2.66 acres of improved District real estate located at 12483 South Michigan Avenue in Chicago, Illinois, to operate and maintain little league baseball fields. The minimum acceptable annual rental bid was established at $2,500.00.
One bid was received for the subject proposal and was opened on August 6, 2013. The sole bid was received from the current tenant, Roseland Little League Baseball Organization ("Roseland"), for a minimum initial annual rental bid of $2,500.00.
Roseland has occupied this parcel under a series of successive permits since 1999, to maintain and operate little league baseball fields. Roseland's proposed use of the site under a new lease is the continued use for the same purposes as its previous permits.
The Finance Department has reviewed Roseland's financial information and has reported that it has demonstrated the ability to meet its financial obligations under the new proposed lease.
It is requested that the Executive Director recommend to the Board of Commissioners that it accept the sole bid of $2,500.00 submitted by the Roseland Little League Baseball Organization and award it a 39-year lease on 2.66 acres of improved real estate located 12483 South Michigan Avenue in Chicago, Illinois, to operate and maintain little league baseball fields, for Contract 13-360-11.
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the lease agreement after it has been approved by the General Counsel as to form and legality.
