On August 8, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-030-11 furnish and deliver lubricants to various locations for a one (1) year period, beginning approximately November 1, 2013 and ending October 31, 2014.
 
In response to a public advertisement of August 21, 2013, a bid opening was held on September 10, 2013.  The bid tabulation for this contract is:

One hundred sixty-three (163) companies were notified of the contract being advertised and twenty-eight (28) companies requested specifications.
 
Atlas and Associates, Inc., the lowest responsible bidder for Items 1and 2 is proposing to perform the contract in accordance with the specifications.  The estimated cost for Items 1and 2 of this contract was $21,000.00, placing the total bid of $9,274.00 approximately 55.8 percent below the estimate.
 
Mid-Town Petroleum Acquisition LLC, the lowest responsible bidder for Items 3, 12, 14, 16 and 17 is proposing to perform the contract in accordance with the specifications.  The estimated cost for Items 3, 12, 14, 16 and 17 of this contract was $56,000.00, placing the total bid of $40,192.69 approximately 28.2 percent below the estimate.
 
Valdes, LLC, the lowest responsible bidder for Items 4, 6, 7, 13 and 18, is proposing to perform the contract in accordance with the specifications.  The estimated cost for Items 4, 6, 7, 13 and 18 of this contract was $36,500.00, placing the total bid of $23,658.77 approximately 35.2 percent below the estimate.
 
Feece Oil Company, the lowest responsible bidder for Items 5, 8, 9, 10, 11 and 15, is proposing to perform the contract in accordance with the specifications.  The estimated cost for Items 5, 8, 9, 10, 11 and 15 of this contract was $186,000.00, placing the total bid of $109,950.65 approximately 41.1 percent below the estimate.
 
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.
 
The Affirmative Action Interim Ordinance Appendix D is not included in this contract because it is primarily a furnish and deliver contract.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-030-11, Items 1 and 2 to Atlas and Associates, Inc., in an amount not to exceed $9,274.00, Items 3, 12, 14, 16 and 17 to Mid-Town Petroleum Acquisition LLC, in an amount not to exceed $40,192.69, Items 4, 6, 7, 13 and 18 to Valdes, LLC, in an amount not to exceed $23,658.77, and Items 5, 8, 9, 10, 11 and 15 to Feece Oil Company, in an amount not to exceed $109,950.65.
 
Purchase orders will be issued for the material as required.  Payment will be based on the unit cost as indicated in the contract documents.  Funds are available in Account 101-20000-623860.
