Dear Sir:
 
On July 11, 2013, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-653-11 Underground Infrastructure Cleaning at Various Service Areas.
 
In response to a public advertisement of August 14, 2013, a bid opening was held on September 10, 2013.  The bid tabulation for this contract is:
 
SHERIDAN PLUMBING & SEWER, INC.      $1,131,472.00
      
Two hundred ninety-two (292) companies were notified of this contract being advertised and sixteen (16) companies requested specifications.
 
The Director of Procurement and Materials Management has reviewed the bidders' list for this contract, and is satisfied that the market for this service has been adequately solicited.  A planholders' survey revealed the following reasons for not bidding: have not been able to adequately interview DBE's.  In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
 
Sheridan Plumbing & Sewer, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.
 
The estimated cost this contract is $1,080,000.00, placing the total bid of $1,131,472.00, approximately 4.8 percent above the estimate.
 
Sheridan Plumbing & Sewer, Inc., is in compliance with the Affirmative Action Interim Ordinance Appendix D, as indicated on the attached report.  The Socially and Economically Disadvantaged Individuals utilization goals for this contract are 10 percent Minority Business Enterprise (MBE), and the bidder offers themselves to satisfy Women Business Enterprise (WBE), and Small Business Enterprise (SBE) participation.
 
Sheridan Plumbing & Sewer, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  laborers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-653-11, to Sheridan Plumbing & Sewer Inc., in an amount not to exceed $1,131,472.00, subject to the contractors furnishing a performance bond in the form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
 
Funds for the 2013 expenditure in the amount of $94,400.00 are available in Account 101-66000-612600.  The estimated expenditure for 2014 is $540,000.00, and for 2015 is $497,072.00.  Funds for 2014 and 2015 expenditures are contingent on the Board of Commissioners' approval of the District's budget for those years.
