Dear Sir:
On October 7, 2009, the request for proposals for Lockport Powerhouse Inspection Services, was advertised and proposals were received on November 6, 2009. The following proposers submitted a response for consideration:
SPAAN TECH, INC.
ABNA OF ILLINOIS, INC.
Three hundred forty-five (345) companies were notified of this request for proposal (RFP) and thirty-five (35) companies requested proposal documents.
The goal of the RFP was to have a firm with experience in hydro plants, specifically turbines, to inspect and trouble-shoot the turbines at the Lockport Powerhouse, along with the analysis of the civil structure of the facility. These requirements were not articulated correctly in the request for proposals. Therefore, the proposals have been rejected in the public’s best interest. The Director of Procurement and Materials Management has notified Spaan Tech, Inc., and ABNA of Illinois, Inc., of this action.
The RFP will be revised and re-advertised at a later date.
