Dear Commissioners:

 

I respectfully submit the following legislative initiatives and recommendation to the Board of Commissioners for their consideration and guidance. 

 

Legislative Initiative No. 1

 

Amend Section 9.6a. of the District’s Act to remove the sunset date for the issuance of non-referendum capital improvement obligations.

 

The District’s Act authorizes the use of non-referendum obligations to finance a capital improvement program until December 31, 2016.  The General Assembly has extended the program’s ending date several times.  This financing authority is important for District operations.  The uncertainty of knowing whether this authority will again be extended, limits the District’s ability to plan beyond this date and could possibly have a negative impact on the District’s bond rating. 

 

This legislation would eliminate the termination date of the District’s authority to issue non-referendum obligations. 

 

Legislative Initiative No. 2

 

Amend Section 4.2 of the District’s Act to increase the annual salaries of the District’s Civil Service Board chairmen from $17,500 to $20,000 and the two other members of the Civil Service Board from $15,000 to $17,500.

 

A recent survey of annual salaries of members of civil service boards of the City, County and State indicates that the District’s Civil Service Board members are compensated at levels less than 50% of their counterparts.  Salaries for the District’s Civil Service Board members have not changed since 1992.

 

This legislation would bring salaries of the District’s Civil Service Board in line with their City, State and County counterparts.
