Dear Sir:
Authorization is requested to issue a purchase order (PO) and enter into an agreement with the United States Department of the Interior United States Geological Survey (USGS), for installations and operations and maintenance of two (2) streamflow gaging stations and sediment oxygen demand data collection on Bubbly Creek; and three (3) Chicago Area Waterway System (CAWS) streamgaging stations for the Environmental Monitoring and Research Division at the Lue-Hing Research and Development Complex. This PO will expire on September 30, 2011.
USGS, the expert provider for installations and operations and maintenance of two (2) streamflow gaging stations and sediment oxygen demand data collection on Bubbly Creek; and three (3) CAWS streamgaging stations has submitted pricing for services required. Inasmuch as USGS is the expert provider for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
The CAWS is very complex, which makes it challenging to reach a complete understanding of flow dynamics, transport and fate of sediments, and water quality phenomena taking place in the waterways. Motivated by this, the University of Illinois at Champaign Urbana (UIUC) has been working on the development of a 3D hydrodynamic and water quality model of the waterways (Phase 1) to be used by the District for the evaluation of alternative technologies for the Use Attainability Analysis Study (UAA) done by the Illinois Environmental Protection Agency.
Additional study is required to complete the Illinois 3D hydrodynamic/water quality model of Bubbly Creek and the Chicago River, as well as the development of a monitoring program based at the Bubbly Creek Field Research Station that can be used to generate the information needed to calibrate, test, and advance the predictive capabilities of the different computational models (i.e. Marquette University; UIUC) being used by the District to meet the requirements of the UAA.
USGS is a government agency and is therefore not required to register with the State of Illinois to conduct business.
The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a PO and enter into an agreement with USGS, in an amount not to exceed $292,725.00.
Funds for the 2010 expenditure in the amount of $181,875.00 are available in Account 101-16000-601170. The estimated expenditure for 2011 is $110,850.00. Funds for the 2011 expenditure are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
