Report on ComEd’s Energy Cooperative Programs at MWRDGC Facilities

Dear Sir:

 

During 2009, the District continued participation in the Energy Cooperative Programs, Rider CLR - Curtailable Load Cooperative, and Rider VRS - Voluntary Resource Sharing, offered by ComEd, a unit of Exelon Corporation. Through voluntary curtailments by the participants, ComEd is able to defer the need for additional generating capacity necessary to meet the very short-lived peak demands expected during the summer months. In return, the participants receive compensation based on the average of their load reductions.

 

Although ComEd did not invoke a load curtailment in 2009, the District received compensation in the amount of $426,548.27 for our participation. The District has realized a cumulative savings of $4.1 million dollars since participation began in 1997.

 

The Stickney, North Side, Calumet, Egan, and Kirie Water Reclamation Plants, and the Mainstream Pumping Station participated in these programs. In prior years, the load curtailments were achieved by cutting back on aeration and pumping for relatively short durations, delaying process operations and other non-essential loads, and switching some loads to emergency generators, while fully complying with NPDES permit requirements.

 

The District’s participation since 1997 is summarized in the attachment.

 

The Maintenance and Operations staff at the facilities mentioned have worked diligently to make this program a success by analyzing and applying Rider CLR to the appropriate District facilities and implementing load reductions on the curtailment days without compromising plant performance and treatment quality.
