Authority to issue a 6-month permit to the Illinois Department of Transportation to allow its contractor and subcontractor CH2MHILL and DB Sterlin Consultants, Inc., respectively, access to the District’s O’Hare CUP Reservoir and O’Hare Reservoir sites to perform ground survey and field reconnaissance work for the Elgin O’Hare West Bypass Project, consideration shall be a document preparation fee of $2,000.00

Dear Sir:

 

The Illinois Department of Transportation (“IDOT”) has requested a 6-month permit to allow its contractor and subcontractor CH2MHILL and DB Sterlin Consultants, Inc., respectively, access to the District’s O’Hare CUP Reservoir and O’Hare Reservoir sites to perform ground survey and field reconnaissance work for the Elgin O’Hare West Bypass Project.

 

The survey information will be utilized by the project’s engineer and designers to facilitate a precise engineering plan for the proposed extension of the Elgin O’Hare Expressway and a west bypass connecting two interstate highways.  The proposed extension may traverse certain portions of land surrounding the District’s O’Hare CUP Reservoir site.  These areas are under lease to the Mount Prospect Park District (“MPPD”) for public recreational facilities.  The MPPD has consented to allowing access to the subject property for the survey work.

 

The District’s technical departments have reviewed the request and have no objections thereto.  IDOT will be required to provide general liability and property damage insurance in accordance with the District’s standard requirements.  Due to the nature of the survey work, a waiver of the environmental insurance requirements is recommended since survey work poses little or no environmental risks.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 6-month permit to the Illinois Department of Transportation to allow its contractor and subcontractor CH2MHILL and DB Sterlin Consultants, Inc., respectively, access to the District’s O’Hare CUP Reservoir and O’Hare Reservoir sites to perform ground survey and field reconnaissance work for the Elgin O’Hare West Bypass Project.  Consideration shall be a document preparation fee of $2,000.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
