Dear Sir:

 

On November 5, 2009, the Board of Commissioners passed an order directing the Director of Procurement and Materials Management to advertise for bids, Contract 10-699-11 Services of Heavy Equipment with Operators for Material Handling at LASMA and CALSMA.

 

In response to a public advertisement of November 25, 2009, a bid opening was held on December 15, 2009.  The bid tabulation for this contract is:

 

GROUP A:  LASMA

M.A.T. LEASING, INC.                     $421,449.60

R. W. COLLINS COMPANY                     $517,148.80

T & W EDMIER CORPORATION                     $592,115.20

 

GROUP B:  CALSMA

M.A.T. LEASING, INC.                     $330,137.50

R. W. COLLINS COMPANY                     $405,116.25

T & W EDMIER CORPORATION                     $468.505.00

 

Three hundred fifty-nine (359) companies were notified of this contract being advertised and twenty-five (25) companies requested specifications.

 

The quantities specified in Groups A and B of the contract documents were used for the purpose of comparing bids and establishing unit prices.  The total amount to be expended on Groups A and B of this contract, should usage differ from the estimated quantities, is not to exceed $1,020,000.00.

 

M.A.T. Leasing, Inc., the lowest responsible bidder for Groups A and B, is proposing to perform the contract, in accordance with the specifications.

 

The estimated cost for Groups A and B of this contract was $1,020,000.00, placing the bid of $751,587.10 approximately 26.3 percent below this estimate.

 

M.A.T. Leasing, Inc., is in compliance with the Revised Appendix D as indicated on the attached report.  The protected class utilization for this contract is 20 percent Minority Business Enterprise (MBE), 10 percent Women Business Enterprise (WBE), and the bidder offers WBE participation to fulfill the SBE goal.

 

M.A.T. Leasing, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  The construction trades anticipated to be utilized on this contract are:  Hoisting Engineers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 10-699-11, Groups A and B, to M.A.T. Leasing, Inc., in an amount not to exceed $1,020,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2010 expenditures for Groups A and B, in the amount of $510,000.00, are available in Accounts 101-66000-612520.  The estimated expenditures for Groups A and B, for 2011 is $510,000.00.  Funds for the 2011 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
