Dear Sir:

 

On December 3, 2009, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 10-866-11 Security Services at Fulton County, Illinois.

 

In response to a public advertisement of December 16, 2009, a bid opening was held on January 5, 2010.  There were no acceptable bids received.

 

In response to a public re-advertisement of January 20, 2010, a bid opening was held on February 9, 2010.  The bid tabulation for this contract is:

 

SECURITAS SECURITY SERVICES USA INC.                     $127,475.40

DIAMOND DETECTIVE AGENCY, INC.                     $146,549.30

AP PRIVATE DETECTIVE AGENCY                     *$994,008,830.50

Ninety-three (93) companies were notified of this contract being advertised and twelve (12) companies requested specifications.

 

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices.  The total amount to be expended on this contract, should usage differ from the estimated quantities, is not to exceed $130,000.00.

 

The low bid submitted by Securitas Security Services USA Inc., contained an amendment altering several articles and sections of the General Conditions.  Therefore, the bid was considered non-responsive in accordance to paragraph 7 on page R-2 in the Bidding Requirements and Instructions to Bidders, and was rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed Securitas Security Services USA Inc., of this action.

 

Diamond Detective Agency, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.

 

The estimated cost for this contract was $130,000.00, placing the bid of $146,549.30, approximately 12.7 percent above the estimate.

 

The Multi-Project Labor Agreement (MPLA) is not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Revised Appendix D is not included in this contract because of its service nature.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 10-866-12, to Diamond Detective Agency, Inc., in an amount not to exceed $130,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds are available in Account 101-68000-612490.
