Dear Sir:

 

Contract documents and specifications have been prepared for rehabilitation of one Crane 66", iron body, double-disc gate valve at the Stickney Water Reclamation Plant, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to rehabilitate one discharge valve used by Main Sewage Pumps #1, #2 and #3 in the Pump and Blower House at the Stickney Water Reclamation Plant. These valves operate in an abrasive and corrosive environment which gradually degrades their performance. Periodic rehabilitation is needed to restore this equipment to meet or exceed the original manufacturer's specifications. The rehabilitation work will be performed both onsite and offsite.

 

The estimated cost for this contract is $300,000.00.

 

The bid deposit for this contract is $15,000.00.

 

The contract specifications require the contractor to pick up, rehabilitate, and return the upper body of the valve 120 calendar days after approval of the contractor's bond. In addition, the specifications require the contractor to perform onsite repairs to the lower body of the valve within 16 calendar days after the valve is released to the contractor. Liquidated damages are $15.00 for each calendar day that the contractor is in default of the 180 calendar day limit to rehabilitate the upper valve body offsite, and $150.00 for each calendar day that the contractor is in default of the 16 calendar day time limit to rehabilitate the lower valve body onsite.

 

The Multi-Project Labor Agreement will be included in this contract and will apply only to the work performed onsite.

 

Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the "mechanical" category for establishing PCE utilization goals and are "tailored goals." The PCE utilization goals, for this contract, are 10% Minority Business Enterprises (MBE) and/or Women’s Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Completion                                          December 31, 2010

 

Funds are available in Account 101-69000-612600.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 10-937-11.
