Dear Sir:

 

Authorization is requested to cancel Contract 06-157-3P Diffuser Plates Replacement Batteries C & D at the Stickney Water Reclamation Plant (WRP) from the Engineering Department Capital Improvements Program and the Corporate and Capital Improvements Bond Funds.

 

On August 14, 2008, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids on Contract 06-157-3P.  In response to a public advertisement on September 10, 2008, a bid opening was held on October 28, 2008.  Subsequent to this bid opening, all bids were rejected in the public’s best interest.  Thereafter, a report on the rejection of these bids was submitted to the Board of Commissioners at the February 5, 2009 Board meeting.

 

The contract included material, labor, and equipment to replace air diffuser plates and air piping to improve the oxygen transfer efficiency of the existing facilities and hence to improve the activated sludge treatment process at the Stickney WRP.  The type of construction work required for this contract is similar in nature and uses similar trades to other work at the Stickney WRP, for which design work is also under way.

 

Therefore, the Engineering Department has determined that it is prudent to combine this work into one contract.  The scope of work from the rejected Contract 06-157-3P will be added to Contract 07-168-3P, Scum Concentration, Centrifuge Building, Preliminary & Imhoff Tanks, Elevator Improvements, Diffuser Plates, and Trailer Replacement, at the Stickney Service Area, LASMA, and the authority to advertise Contract 07-168-3P will be requested at a later date.
