Dear Sir:

 

On December 3, 2009, the Board of Commissioners passed an order directing the Director of Procurement and Materials Management to advertise for bids Contract 10-692-11, Utilization and Transportation of Air Dried Biosolids from LASMA and CALSMA.

 

In response to a public advertisement of January 12, 2010, a bid opening was held on February 9, 2010.  The bid tabulation for this contract is:

NOTE:  THE BIDS ABOVE ARE RANKED IN ORDER OF THE LOWEST COST PER WET TON TO THE DISTRICT BY GROUP AND ITEM, WHICH INCLUDES TRANSPORTATION COST PER (COLUMN A)

 

The maximum quantity of biosolids available for bid, as specified in the contract, was up to 124,000 wet tons for Group A, and 54,000 wet tons for Group B.

 

Three hundred ten (310) companies were notified of this contract being advertised and twenty-three (23) companies requested specifications.

 

The bid submitted by Speedy Gonzales Landscaping, Inc., is considered non-responsive for failure to sign their proposal page P-15, as required.  The Director of Procurement and Materials Management has notified Speedy Gonzales Landscaping, Inc., of this action.

 

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices.  The total amount to be expended on this contract, should usage differ from the estimated quantities, is not to exceed $2,400,000.00 for Group A, and $800,000.00 for Group B.

 

Synagro Central, LLC, the lowest responsible bidder for up to 20,000 wet tons, in a total amount of $294,000.00, is proposing to perform Option C - Item 1, in accordance with the specifications for Group A.  The contract award value for Synagro Central, LLC, is not to exceed $387,100.00.

 

Synagro Central, LLC, is in compliance with the Revised Appendix D for Group A as indicated on the attached report.  The protected class utilization for this contract is 20 percent Minority Business Enterprise (MBE), 13 percent Women Business Enterprise (WBE), and 10 percent Small Business Enterprise (SBE).

 

Gosia Cartage, Ltd., the lowest responsible bidder for up to 104,000 wet tons, in a total amount of $1,583,800.00, is proposing to perform Option C - Items 1, 2, and 3, in accordance with the specifications for Group A.  The contract award value for Gosia Cartage, Ltd., is not to exceed $2,012,900.00

 

Gosia Cartage, Ltd., is in compliance with the Revised Appendix D for Group A, as indicated on the attached report.  The protected class utilization for this contract is 20 percent Minority Business Enterprise (MBE), 13 percent Women Business Enterprise (WBE), and bidder offers MBE credits to satisfy the Small Business Enterprise (SBE) goal.

 

The total estimated cost of this contract for Group A was $2,400,000.00, placing the total bid of $1,877,800.00 approximately 21.8 percent below the estimate.

 

Stewart Spreading, Inc., the lowest responsible bidder for up to 54,000 wet tons, in a total amount of $801,900.00, is proposing to perform Option C - Item 1, in accordance with the specifications for Group B.

 

Stewart Spreading, Inc., is in compliance with the Revised Appendix D for Group B, as indicated on the attached report.  The protected class utilization for this contract is 20 percent Minority Business Enterprise (MBE), 13 percent Women Business Enterprise (WBE), and the bidder offers themselves to satisfy the Small Business Enterprise (SBE).

 

The total estimated cost of this contract for Group B was $800,000.00, placing the total bid of $801,900.00 approximately equal to the estimate.  The contract award value for Stewart Spreading, Inc., is not to exceed $800,000.00.

 

Analysis by the Maintenance and Operations Department of the cost of final disposal/utilization of biosolids, including tipping and transportation fees, revealed that the recommended bids received in comparison with other biosolids contracts, on a cost per wet ton basis, are fair and reasonable.  Therefore, the Director of Procurement and Materials Management concurs with the Maintenance and Operations Department and recommends this award.

 

In view of the foregoing, it is recommended that Contract 10-692-11 be awarded as stated in the Title section of the Board letter, subject to the contractors furnishing a performance bond in form satisfactory to our Law Department and approved by the Director of Procurement and Materials Management.

 

This contract expires on December 31, 2011, or upon expenditure of available funds, whichever occurs sooner.

 

Funds for the 2010 expenditures for Group A, in the amount of $1,200,000.00, are available in Account 101-66000-612520.  The estimated expenditures for 2011 are $1,200,000.00.  Funds for the 2011 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

Funds for the 2010 expenditures for Group B, in the amount of $800,000.00, are available in Account 101-66000-612520.  The estimated expenditures for 2011 are $400,000.00.  Funds for the 2011 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
