TRANSMITTAL LETTER FOR BOARD MEETING OF APRIL 1, 2010

COMMITTEE ON REAL ESTATE

Mr. Richard Lanyon, Executive Director

Title

Authority to issue a 4-day permit to Cook County School District 130 to use approximately 12.13 acres of District land located on Canal Street between Division Street and Chatham Street in Blue Island, Illinois, Cal-Sag Channel Parcel 15.04, for the Lincoln School Field Day Events on May 17-21, 2010.  Consideration shall be a fee of $10.00

Body

Dear Sir:

Cook County School District 130 (“District 130”) has requested a 4-day permit for use of approximately 12.13 acres of District land located on Canal Street between Division Street and Chatham Street in Blue Island, Illinois, Cal-Sag Channel Parcel 15.04, for the Lincoln School Field Day Events on May 17-21, 2010.  Consideration shall be a fee of $10.00.

District 130 was granted a permit for its annual field day last year and is requesting use of the property on behalf of Lincoln School for this year’s events.  The school plans to conduct games and outdoor field events during the period of May 17, 2010 through May 21, 2010, between the hours of 8:00 a.m. and 2:30 p.m.  All events will be monitored and supervised by the school’s staff and parents.

The technical departments have no objections to issuing a permit to use the land for the requested use.  The permit will require that District 130 restore the site to its pre-permit condition.  The permit will also require proof of liability insurance coverage in the amount of $4,000,000.00.  As the permit is for an extremely limited duration and the proposed activities pose no adverse environmental hazard, the Law Department requests the District’s standard bond and environmental insurance requirements be waived for this permit.

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a 4-day permit to Cook County School District 130 for use of approximately 12.13 acres of District land located on Canal Street between Division Street and Chatham Street in Blue Island, Illinois, Cal-Sag Channel Parcel 15.04, for the Lincoln School Field Day Events on May 17-21, 2010.  Consideration shall be a fee of $10.00.

It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of its Committee on Finance and the Clerk to execute the permit document after it is approved by the General Counsel as to form and legality.

Requested, Frederick M. Feldman, General Counsel, FMF:CL:DRJ:rg

Recommended, Richard Lanyon, Executive Director

Respectfully Submitted, Terrence J. O’Brien, Chairman Committee on Real Estate Development
