Dear Sir:

 

The Executive Director received correspondence on behalf of the Village of Oak Lawn requesting permission to install and monitor 8 flow meters and rain gauges within the District’s intercepting sewer system to assist Oak Lawn in its efforts to alleviate infiltration and inflow problems in its sanitary sewer system and to comply with the District’s Infiltration and Inflow Corrective Action Program (ICAP).

 

In cooperation with this effort and to allow Oak Lawn access to MWRD sewers during the rainy season, which is the optimal time for installation and monitoring the flow meters and rain gauges, the Executive Director issued the Permit Agreement on March 26, 2010.

 

The permit was issued with the conditions that the District’s Maintenance & Operations Department would provide support for the project by identifying the exact location for flow meter installation in the intercepting sewers, and would periodically inspect and verify the results obtained.

 

The Village of Oak Lawn has agreed to cooperate with the District by sharing all data obtained in monitoring intercepting sewer flow and to allow the District to review the calibration and verification of the sewer system hydraulic model.  Additionally, the Village will provide mapping and data for the MWRD GIS.  The permit will be subject to Oak Lawn and its contractor executing Confined Space Entry Permits and any other conditions imposed by the technical departments.

 

A nominal fee is recommended since the Permittee is a municipal agency and because the District will be receiving relevant data in relation to its corporate functions from the Permittee.

 

It is requested that the Board of Commissioners ratify the Executive Director’s action of issuing a 6-month permit to the Village of Oak Lawn to install and monitor 8 flow meters and rain gauges within the District’s intercepting sewer system in Oak Lawn, Illinois.  Consideration shall be a nominal fee of $10.00.
