Amend orders of January 21, 2010 and April 1, 2010, authorizing and approving the issuance of a 6-month permit to the Illinois Department of Transportation (“IDOT”) to allow its contractor, CH2MHILL and subcontractors, DB Sterlin Consultants, Inc. and American Surveying and Engineering, Inc. access to the District’s O’Hare CUP Reservoir and O’Hare Reservoir sites to perform ground survey, utility survey and field reconnaissance work for the Elgin O’Hare West Bypass Project and to reduce the consideration from $2,000.00 to a nominal fee of $10.00

Dear Sir:

 

On January 21, 2010, the Board of Commissioners authorized the issuance of a 6-month permit to IDOT to allow its contractor, CH2MHILL and subcontractor, DB Sterlin Consultants, Inc. access to the District’s O’Hare CUP Reservoir and O’Hare Reservoir sites to perform ground survey and field reconnaissance work for the Elgin O’Hare West Bypass Project.  The general scope of the work involves performing general survey and field reconnaissance work such as alignment work, cross section work and stream surveys.  Consideration was a document preparation fee of $2,000.00.

 

Subsequently, IDOT requested that an additional surveyor be allowed access under the permit.  Accordingly, on April 1, 2010, the Board of Commissioners amended its orders of January 21, 2010, to allow an additional IDOT subcontractor, American Surveying and Engineering, Inc., access to perform additional utility survey and field reconnaissance work for the same project.  Additionally, IDOT is now requesting that the permit fee be reduced to a nominal amount of $10.00 instead of the previously established $2,000.00 fee.  There are no staff objections to this request as IDOT is a government agency and the District has approved such requests before.

 

It is requested that the Executive Director recommend to the Board of Commissioners that its orders of January 21, 2010 and April 1, 2010 be amended to authorize and approve the issuance of a 6-month permit to IDOT to allow its contractor, CH2MHILL and subcontractors, DB Sterlin Consultants, Inc. and American Surveying and Engineering, Inc. access to the District’s O’Hare CUP Reservoir and O’Hare Reservoir sites to perform ground survey, utility survey and field reconnaissance work for the Elgin O’Hare West Bypass Project and to reduce the consideration from $2,000.00 to a nominal fee of $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
