Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with Agilent Technologies, Inc (Agilent) to furnish, deliver and install a gas chromatograph/electron capture detector system for the Egan Organic Compounds Analytical Laboratory (OCAL) of the Monitoring and Research Department. This purchase order will expire on December 31, 2010.
The OCAL will use this equipment for the analysis of pesticides, PCBs and herbicides in water and solid samples. This new system will replace existing equipment, which will be retained as a backup device, that is eleven (11) years old and requires extensive repairs and maintenance.
In addition, unique to this instrument is the dual simultaneous injection of the auto-injectors and the patented Fast injection to enhance the chromatographic results. The OCAL will benefit from this equipment by a reduced learning curve, since the laboratory personnel who will be operating this equipment are already familiar with the Agilent equipment and maintenance procedures. Many of the existing replacement parts and consumables are interchangeable with the new system and only one maintenance service contract would be required for all Agilent equipment.
Another benefit is the enhancement of the efficiency and effectiveness of laboratory operations by the doubling of sample throughput due to the dual simultaneous injection on the two (2) auto-injectors. For these reasons, this equipment is being requested for purchase on a sole-source basis.
Agilent, the sole-service provider to furnish, deliver and install a gas chromatograph/electron capture detector system, has submitted pricing for the installation services and equipment required. Inasmuch as Agilent is the only source of supply for the installation services and equipment required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act). In addition, the equipment, peripheral devices and accessories required are economically available from a single source.
Agilent is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Agilent, in an amount not to exceed $53,079.00.
