Dear Sir:

 

On March 19, 2009, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 04-202-4F Connecting Tunnels and Gates, Thornton Composite Reservoir, CSA.

 

In response to a public advertisement of June 3, 2009, a bid opening was held on October 20, 2009.  The bid tabulation for this contract is:

 

WALSH/II IN ONE JOINT VENTURE                     $135,475,200.00

JAY DEE/MICHELS JOINT VENTURE                     $144,560,000.00

KENNY CONSTRUCTION COMPANY                     $150,876,000.00

KIEWIT-REYES A JOINT VENTURE                     $208,513,000.00

 

Six hundred twenty-eight (628) companies were notified of this contract being advertised and fifty-two (52) companies requested specifications.

 

Walsh/II in One Joint Venture, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.

 

The estimated cost for this contract was $202,000,000.00, placing the bid of $135,475,200.00, approximately 32.9 percent below the estimate.

 

Walsh/II in One Joint Venture is in compliance with the Revised Appendix D as indicated on the attached report.  The protected class utilization for this contract is 15 percent Minority Business Enterprise (MBE), and zero percent Women Business Enterprise (WBE), and the bidder offers MBE participation to satisfy the Small Business Enterprise (SBE) goals.

 

Walsh/II in One Joint Venture, has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  The construction trades that are anticipated to be used on this contract are:  boilermakers, bricklayers, carpenters, cement workers, masons, electricians, laborers, operating engineers, painters, pipe fitters, plumbers, sheet metal workers, steel erectors, and truck drivers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 04-202-4F, to Walsh/II in One Joint Venture, in an amount not to exceed $135,475,200.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds are available in Account 401-50000-645600.
