Dear Sir:

 

Contract documents and specifications have been prepared for Contract 10-728-11, Furnish, Deliver and Install Remote Telemetry Units at Unmanned Reservoirs, Pumping Stations and Aeration Stations in the North Service Area, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to procure services to furnish, deliver and install 11 remote telemetry units at unmanned reservoirs, pumping stations and aeration stations, and integrate these units into the Data Collection System at the North Side WRP. Telemetered data will be unique for each station, and may include: Intrusion Alarm, Smoke/Fire Alarm, Station Temperature, Station Volts and Ampere Draw, Ground Fault Alarm, Wet Well and River Elevations, Pump Status (Start, Stop, Auto, Fail), Blower Status (Ampere Draw, Motor Temperature, Bearing Temperature, Vibration), Main and Auxiliary Breaker Status (Open, Closed), Rain Gage, and Downstream Dissolved Oxygen.

 

The estimated cost for this contract is $440,000.00. The estimated 2010 and 2011 expenditures are $100,000.00 and $340,000.00, respectively.

 

The bid deposit for this contract is $22,000.00.

 

The contract specifications require that all work commence upon approval of the contractor’s bond, and terminate by August 30, 2011. Liquidated damages are $100.00 for each day that the contractor is in default of the specified contract completion date, and $100.00 per hour for each hour beyond eight hours, that the contractor is in default of this permitted eight-hour shutdown period, for the remote telemetry units as specified in the contract documents.

 

The Multi-Project Labor Agreement will be included in this contract.

 

Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Electrical” category for establishing PCE utilization goals. The PCE utilization goals, for this contract, are 13% Minority Business Enterprises (MBE), 7% Women’s Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Advertise                     June 16, 2010

Bid Opening                     July 13, 2010

Award                     September 2, 2010

Completion                     August 30, 2011

 

Funds for the current year are available in Account 101-67000-612650. Funds for the subsequent year, 2011, are contingent on the Board of Commissioner’s approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 10-728-11.
