Authorize and approve the issuance of a 1-year permit to South Cicero Baseball Association, Inc. for the continued use of approximately 8 acres of District land for little league baseball on the vacant westerly portion of the Stickney Water Reclamation Plant, east of Ridgeland Avenue and south of 39th Street in Stickney, Illinois, consideration shall be $10.00

Dear Sir:

 

The Law Department is in receipt of a request from the South Cicero Baseball Association, Inc. (“Baseball Association”) requesting a new permit for the continued use of approximately 8 acres of District land for little league baseball, on the vacant westerly portion of the site of the Stickney Water Reclamation Plant, east of Ridgeland Avenue and south of 39th Street in Stickney, Illinois. 

 

The Baseball Association has used the 8 acres of vacant District property at this site for little league baseball since 1965.  The Baseball Association requests that a new permit be issued with the same terms and conditions as previous permits which included a nominal fee, a waiver of the environmental insurance and indemnity bond, together with a reduction of general liability insurance to $2 million.  The Baseball Association indicates that it relies solely on the parents of the participating children for its funding and the higher insurance premiums are cost prohibitive for the non-profit community baseball league.  Staff recommends that the permit be extended for 1-year.  During the term of the permit, staff will be reviewing alternatives for the Board’s consideration with respect to long term occupancy of District land by not-for-profit entities.

 

The District’s technical departments have no objections to continued use of the site by the Baseball Association for the next year.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a new 1-year permit to the South Cicero Baseball Association, Inc. for the continued use of approximately 8 acres of District land located within the vacant westerly portion of the Stickney Water Reclamation Plant site located east of Ridgeland Avenue and south of 39th Street in Stickney, Illinois, for little league baseball for consideration of $10.00 and subject to the terms and conditions stated herein.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said Permit after it is approved by the General Counsel as to form and legality.
