Dear Sir:

 

Authorization is requested for payment to the DuPage River/Salt Creek Workgroup (DRSCW) for the District’s 2010/2011 membership dues in an amount of $61,005.00. The term of the District’s membership is March 2010 through February 2011.

 

The Board of Commissioners authorized the District to become a member of the DRSCW on April 6, 2006. The DRSCW’s purpose is to find less costly methods of complying with the Total Maximum Daily Load (TMDL) goals issued in 2005 by the Illinois Environmental Protection Agency (IEPA) and approved by Region V of the U.S. Environmental Protection Agency as to reductions in pollution loadings by water reclamation plants (WRPs) along the courses of the DuPage River and Salt Creek - which includes the Egan WRP and the Hanover Park WRP. DRSCW has continued its monitoring program to support review of area TMDLs and work with the IEPA to improve them. For example, the DRSCW worked with the IEPA to review the development of TMDLs on the West Branch of the DuPage River for silver and manganese, but the DRSCW contended that sufficient scientific basis was not there to support the TMDLs so the IEPA has stopped the process. DRSCW is also working with Illinois Association of Wastewater Agencies and the IEPA to review the status of NPDES permit fee moneys. DRSCW is working to have these funds returned to source watersheds to fund improvements in area waterways and assist agencies with clean water act compliance. DRSCW has met with the Bureau of Water and some of the Governor’s staff on this matter. 

 

As originally proposed in 2006, at the end of four fiscal years of participation in the activities of the DRSCW, the District will evaluate whether continued membership in the DRSCW is needed. Upon evaluation and for the reasons stated above, the District has determined that continued membership in the DRSCW is still beneficial to its corporate interests.

 

Inasmuch as the DRSCW membership is not available through any other source, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

It is hereby recommended that the Board of Commissioners authorize payment, by direct voucher, to the DuPage River/Salt Creek Workgroup in an amount not to exceed $61,005.00. Funds are available in Account 101-15000-612280.
