Dear Sir:

 

On July 9, 2009, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 07-162-2S Westdale Gardens Pumping Station & Force Main, Northwest 8A Extension A, Stickney Service Area.

 

In response to a public advertisement of March 3, 2010, a bid opening was held on April 13, 2010.  The bid tabulation for this contract is:

 

NORTHWEST GENERAL CONTRACTORS, INC.                     $1,996,570.00

IHC CONSTRUCTION COMPANIES LLC                     $2,074,400.00

JOHN BURNS CONSTRUCTION CO.                     $2,368,000.00

JOEL KENNEDY CONSTRUCTION CORP.                     $2,518,000.00

 

Seven hundred thirty-five (735) companies were notified of this contract being advertised and twenty-eight (28) companies requested specifications.

 

Northwest General Contractors, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.

 

The estimated cost for this contract was $2,520,000.00, placing the bid of $1,996,570.00, approximately 20.8 percent below the estimate.

 

Northwest General Contractors, Inc., is in compliance with the Revised Appendix D as indicated on the attached report.  The protected class utilization for this contract is 7 percent Women Business Enterprise (WBE), and the bidder offers themselves to satisfy Minority Business Enterprise (MBE) and Small Business Enterprise (SBE) goals.

 

Northwest General Contractors, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that all construction trades will be utilized on this contract, with the exception of:  boilermaker, construction machinist, elevator constructor, iron worker ornamental, marble setter, and terrazzo worker.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 07-162-2S, to Northwest General Contractors, Inc., in an amount not to exceed $1,996,570.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds are available in Account 401-50000-645600.
