Authority to issue a 2-year permit extension to CH2M Hill, Inc. to access District land to plan and conduct soil borings, surveying and other site-related activities in connection with District Contract 05-711-3P related to the design of pipelines to transport waste water from the Lemont Water Reclamation Plant, consideration shall be a nominal fee of $10.00

Dear Sir:

 

On September 6, 2007, the District’s Board of Commissioners authorized the issuance of a 1-year permit to allow the District’s consultant, CH2M Hill, to access the District’s property along the south bank of the Chicago Sanitary and Ship Canal (“CSSC”) in order to perform soil borings, surveying and other site-related activities. These activities are necessary for the District’s Contract 05-711-3P, which involves the design of pipelines to transport sewage from the Lemont Water Reclamation Plant (“WRP”) to an interceptor sewer located northeast of LaGrange Road.

 

On October 18, 2007, the District’s Board of Commissioners authorized the amendment of the September 6, 2007 Order extending the area of the permit to include an additional three miles farther to the northeast, resulting in a total distance of 13 miles of pipelines within that stretch of land.  On December 6, 2007, the District’s Board authorized the amendment of the September 6, 2007 Order to extend the area of the permit to include all District real estate located along the Des Plaines River, CSSC, and Illinois and Michigan Canal, from approximately 1/2 mile west of Lemont Road to Cicero Avenue.  On October 2, 2008, the Board authorized a 2-year permit extension to CH2M. The current Permit Agreement between the District and CH2M is set to expire on October 17, 2010.

 

The District’s Engineering Department and CH2M have now requested the issuance of another 2-year extension of the subject permit.  CH2M’s and its subcontractors’ use of the premises will continue to be subject to all the District’s standard permit requirements, including insurance coverage.

 

Accordingly, it is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve a 2-year permit extension to CH2M Hill, Inc. to access District land to plan and conduct soil borings, surveying and other site-related activities in connection with District Contract 05-711-3P related to the design of pipelines to transport waste water from the Lemont WRP.  Consideration shall be a nominal fee of $10.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said Permit Extension Agreement on behalf of the District after it is approved by the General Counsel as to form and legality.
