Issue orders: (1) authorizing the General Counsel to negotiate with the City of Chicago for a lease on 33 acres of vacant land located at 2025 East 134th Street in Chicago and (2) authorizing the issuance of a 30-day permit to the City of Chicago’s Department of General Services to conduct a Phase II environmental site investigation thereon.  Consideration shall be $10.00

Dear Sir:

 

The City of Chicago (“City”) has requested to lease 33 acres of vacant land located at 2025 East 134th Street in Chicago to operate an outdoor firing range.  The City has indicated that the proposed range will train Chicago Police Department officers as well as officers from different federal, state and local agencies, including the District’s police officers.

 

Prior to leasing the land, the City has requested to enter the site to perform a Phase II environmental site investigation.

 

The District’s technical departments have reviewed the lease request.  There were no technical objections to the proposed lease except for the Engineering Department’s recommendation that the site be retained for possible future corporate use. If the lease is ultimately issued to the City, it will be subject to the statutory one year right of cancellation in the event the site is needed for the District’s corporate use.  The technical departments also reviewed the request to conduct a Phase II and have no objections to the Phase II work plan or to issuing the permit to perform a Phase II.

 

A nominal fee of $10.00 is being recommended for the 30-day permit since the permittee is a government agency.  Upon completion of negotiations for a long term lease the issuance of the lease will be presented to the Board for its consideration.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve: (1) the General Counsel to negotiate a lease with the City of Chicago’s Department of General Services on 33 acres of vacant District land located at 2025 East 134th Street in Chicago and (2) authorize the issuance of a 30-day permit to the City of Chicago’s Department of General Services to conduct a Phase II environmental site investigation for a nominal fee of $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be directed and authorized to execute said permit agreement after it is approved by the General Counsel as form and legality.
