Dear Sir:

 

Contract documents and specifications have been prepared for Contract 04-203-4F, Final Reservoir Preparation, Thornton Composite Reservoir.

 

The purpose of this contract is to construct all of the remaining work to make the Thornton Composite Reservoir operational and decommission the Thornton Transitional Reservoir.

 

The work for which tenders are invited consists of furnishing all material, labor and equipment required for construction of a 20-foot diameter concrete lined connection tunnel, including a drop shaft, deaeration chamber, tunnel portal and highway stability measures, and an energy dissipation apron; construction of two reinforced concrete tunnel plugs within the existing Thorn Creek Diversion Tunnel; conversion of the Diversion Tunnel between the Tunnel Plugs into a drainage adit; concrete lining the existing Diversion Tunnel from the east tunnel plug to the existing Thorn Creek Diversion Structure deaeration chamber; construction of a 10-foot diameter access shaft and tunnel to the existing dewatering tunnel; replacement of two existing cone valves with a check valve in parallel with an inline pump and check valve; installation of a drip ceiling in the existing valve chamber; installing reservoir level and tunnel inflow instrumentation; implementing highwall stability measures as needed throughout the reservoir; decommissioning the Thornton Transitional Reservoir; installation of inclinometers; construction of various site work including access roads, walkways and ramps, an overlook, fencing, landscaping, and all other work collateral thereto.

 

The necessary right-of-way documents are currently being acquired.  The contract will not be awarded until all right-of-way documents are obtained.

 

The estimated cost for this contract is $54,000,000.00.

 

The bid deposit for this contract is $600,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the Contractor’s Bond and shall be completed within 1,670 calendar days after approval of the Contractor’s Bond.  Liquidated damages are $4,000.00 for each calendar day that the contractor is in default of the time specified to fairly achieve substantial completion and $500.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The contractor will perform no less than 40% of the money value of the work under this contract with his employees and facilities.  The Multi-Project Labor Agreement will be included in this contract.

 

Revised Appendix D will be included in this contract.  The type of work to be performed under this contract is classified “General and Heavy Construction” for the PCE utilization goals contained in the Revised Appendix D.  The associated goals are 20% Minority-Owned Business Enterprises (MBE), 10% Women-Owned Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Award                     January 6, 2011

Completion                     September 2, 2015

 

Funds are available in Account 401-50000-645600.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 04-203-4F.
