TRANSMITTAL LETTER FOR BOARD MEETING OF JULY 8, 2010

COMMITTEE ON PROCUREMENT

Mr. Richard Lanyon, Executive Director

Title

Report on rejection of bids for Contract 10-927-11, Services to Repair and Maintain Variable Frequency Drives in the Stickney Service Area, estimated cost $90,000.00

Body

Dear Sir:

On March 18, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 10-927-11, Services to Repair and Maintain Variable Frequency Drives in the Stickney Service Area.

In response to a public advertisement of April 21, 2010, a bid opening was held May 11, 2010.  The bid tabulation for this contract is:

DREISILKER ELECTRIC MOTORS, INC.                     $113,325.00

ANCHOR MECHANICAL, INC.                     *$208,265.00

                     *CORRECTED TOTAL

Four hundred forty-four (444) companies were notified of this contract being advertised and fourteen (14) companies requested specifications.

A review of the low bid, submitted by Dreisilker Electric Motors, Inc., revealed they did not meet the technical specifications which requires the bidder to be experienced in servicing both ABB and Cutler-Hammer variable frequency drives (VFDs), as stated on page P-4, paragraph 2, and on page DS-2, Section 4.0 “QUALIFICATIONS,” paragraph 2.  A review of the second low bid submitted by Anchor Mechanical, Inc., revealed that the bid is 131.4 percent above the Engineer’s estimate and is considered too high to award.  Therefore, the bids submitted by both companies are being rejected in the public’s best interest.  The Director of Procurement and Materials Management has notified Dreisilker Electrical Motors, Inc., and Anchor Mechanical, Inc., of this action.

The Maintenance and Operations Department will re-advertise the contract after revising the specifications.

Respectfully Submitted, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:klv
