Dear Sir:

 

On March 19, 2009, the Board of Commissioners authorized the issuance of a two-year permit to the Army Corps of Engineers to install warning signs and fencing along Main Channel Parcel 19.04 in relation to the Aquatic Nuisance Barrier installed in the Main Channel to prevent the migration of unwanted species into the Great Lakes. On May 20, 2010, the Board authorized the issuance of a permit amendment to allow for the installation of new warning signs and to install additional warning signs on Main Channel Parcels 18.03, 19.01 and 19.02. The signs inform barge and boat traffic of the dangers associated with traveling through the area of water electrified by the Barriers. The permit fee is a nominal fee of $10.00.

 

On June 28, 2010, the Corps requested a further amendment to its permit to allow for the trimming, cutting and clearing of trees and brush located within the line-of-sight of the six warning signs that impede direct visibility of the signs.

 

The technical departments have reviewed this request. The amendment agreement will provide for the Corps to assume responsibility for bank stabilization and erosion control measures that may result from the clearing of trees and brush.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a Permit Amendment Agreement to the United States Army Corps of Engineers to erect six warning signs and fencing along the east and west banks of the Chicago Sanitary and Ship to permit the trimming, cutting and clearing of trees and brush within the line-of-sight of the warning signs on Main Channel Parcels 18.03, 19.01, 19.02 and 19.04.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit amendment agreement after it is approved by the General Counsel as to form and legality.
