Request for approval to pursue the design of streambank stabilization projects identified subsequent to the completion of the Calumet-Sag Channel Detailed Watershed Plan and to be funded under the District’s Stormwater Management Fund (Deferred from the June 17, 2010 Board Meeting)

Dear Sir:

 

As you are aware, the District completed development of the Calumet-Sag Channel Detailed Watershed Plan (DWP) in August 2009.  The methodology for prioritizing projects to be funded under the Stormwater Management Fund Capital Improvement Program (CIP) was presented to the Board of Commissioners on September 3, 2009.  It was recommended that streambank stabilization projects which address public safety and/or protect structures in imminent danger of failure due to active streambank erosion be given the highest priority for funding under the CIP.  During DWP development, municipalities and stakeholders were requested to identify all stormwater related issues of concern for analysis by the District.  Despite practical efforts during DWP development to identify all streambank stabilization issues, such issues continue to come to light.  Three additional issues meeting our criteria have been identified at this time.  Further details concerning each project listed below are provided in the attached document.

The initial step in pursuing these projects will involve selecting an engineering consulting firm and entering into an agreement with the firm to provide preliminary engineering services.  The preliminary engineering services will include a conceptual design and define a detailed scope of work for the engineering services necessary for final design of the project.  Recommendations to and decisions by the Board of Commissioners with respect to actual construction of any project will not be made until both the final design and final estimates have been completed.

 

It is therefore requested that the Executive Director recommend to the Board of Commissioners that it approve this request to pursue the design of the aforementioned streambank stabilization projects to be funded under the District’s Stormwater Management Fund.
