Authority to execute a Memorandum of Understanding to participate in the Asian Carp Regional Coordinating Committee Invasion Control Work Group

Dear Sir:

 

The Asian Carp Regional Coordinating Committee Invasion Control Work Group has established guidelines for an Invasion Control Work Group (ICWG). The ICWG will provide technical expertise, information and oversight to the Regional Coordinating Committee (RCC) to support its role of long and short-term control of Asian Carp migration in the Chicago Area Waterways (CAWS) and to prevent Asian Carp from establishing a viable population in Lake Michigan.

 

The ICWG will consist of scientists/technical specialists in Asian Carp biology, invasion biology, aquatic species control and management, and waterway operations representatives. The ICWG will be co-chaired by the U.S. Army Corp of Engineers and the U.S. Fish and Wildlife Service. The co-chairs will have primary responsibility for the group’s management, organization and operations.

 

ICWG members will present the best science-based recommendations and will operate independently of their agency or organizational affiliation. 

 

The ICWG is expected to include a member from each of the following agencies:

 

                     Metropolitan Water Reclamation District of Greater Chicago

                     Great Lakes Fishery Commission

                     Illinois Department of Natural Resources

                     Indiana Department of Natural Resources

                     U.S. Army Corp of Engineers

                     U.S. Coast Guard

                     U.S. Environmental Protection Agency

                     U.S. Geological Survey

 

In view of the foregoing, it is recommended that the Executive Director be authorized to execute a Memorandum of Understanding to participate in the ICWG.
