Dear Sir:

 

Authority is requested to add Project 08-714-3P Lemont Pumping Station and Force Mains, Calumet and Stickney Service Areas, to the Engineering Department Capital Improvements Program and the Capital Improvements Bond Fund.

 

The purpose of the project is to build a new pumping station and dual force mains to convey raw wastewater from the Lemont Water Reclamation Plant (WRP) to an existing interceptor sewer in the Stickney Service Area.  The length of the pipeline route is approximately 11 miles.  The wastewater will receive treatment at the Stickney WRP, and the Lemont WRP will be decommissioned.

 

The purpose of the project is to address two concerns.  First, based on population projections for the Lemont area, future wastewater flows are expected to exceed the capacity of the Lemont WRP in the near future.  Secondly, this project is in response to a violation notice from the Illinois Environmental Protection Agency (IEPA) regarding discharges from outfall 002 at the Lemont WRP.  With respect to the latter, the IEPA has directed the District to submit a long-term control plan to address the discharges, which the IEPA has determined are considered combined sewer overflows.  The plan is a formal commitment on the part of the District, and it will present the major elements of the District’s plan.  In addition to the subject project, this plan will include the following:

 

                     Constructing a new wet-weather treatment facility that will provide primary treatment and disinfection to flows in excess of the dry weather volume plus first flush, from the combined sewer area of the Lemont basin.  In addition, modifications will be made to an existing 18-inch diameter combined sewer, in order to convey the required rate of flow to the wet-weather treatment facility.

 

                     Constructing an equalization reservoir to buffer peak wet weather flows from the separate sanitary sewer system that is tributary to the proposed pumping station.

 

The two additional projects will be constructed under Contracts 10-716-3P Wet Weather Treatment Facility and 05-711-3P Wet Weather Reservoir.  The authority to add these projects to the Engineering Department Capital Improvements Program and the Capital Improvements Bond Fund is requested under separate requests at this meeting.

 

The estimated cost of the project is $52,000,000.00.
