Dear Sir:
On April 1, 2010, the Board of Commissioners passed an order directing the Director of Procurement and Materials Management to advertise for bids, Contract 10-864-11, Seal Coating and Patching of Roads at the Prairie Plan Site in Fulton County, Illinois.
In response to a public advertisement of May 12, 2010, a bid opening was held on June 8, 2010. The bid tabulation for this contract is:
SUMIT CONSTRUCTION COMPANY, INC. $39,780.00
ILLINOIS VALLEY PAVING, CO., A DIVISION OF $55,965.00
UNITED CONTRACTORS MIDWEST, INC.
LAVERDIERE CONSTRUCTION, INC. $76,039.69
Four hundred eighty (480) companies were notified of this contract being advertised and eight (8) companies requested specifications.
A review of the bid and qualifications submitted by Sumit Construction Company, Inc., revealed that this firm does not possess the experience to apply seal coating as Class A-1 bituminous surface treatment, as described by IDOT section 403, as required in the detail specifications. Therefore, the bid was considered non-responsive and rejected in the public’s best interest. The Director of Procurement and Materials Management has notified Sumit Construction Company, Inc., of this action.
Illinois Valley Paving Co., A Division of United Contractors Midwest, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.
The estimated cost for this contract was $40,000.00, placing the bid of $55,965.00 approximately 39.9 percent above the estimate.
The Revised Appendix D was not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.
The Multi-Project Labor Agreement (MPLA) was not included in this contract because the work site is located in Fulton County, Illinois.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 10-864-11 to Illinois Valley Paving Co., A Division of United Contractors Midwest, Inc., in an amount not to exceed $55,965.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds are available in Account 101-68000-612420.
