Dear Sir:

 

On May 6, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 10-989-11, Railroad Crossing Gate and Signal Installation in the Stickney Service Area.

 

In response to a public advertisement of June 2, 2010, a bid opening was held on June 29, 2010.  The bid tabulation for this contract is:

 

RAILROAD SIGNAL INTERNATIONAL, LLC                     $131,566.00

TRACK SERVICE, INC.                     $159,650.00

RAILWORKS SIGNALS AND COMMUNICATIONS, INC.                     *$946,307.00

                     *corrected total

 

One hundred three (103) companies were notified of this contract being advertised and twelve (12) companies requested specifications.

 

Railroad Signal International, LLC, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.

 

The estimated cost for this contract was $156,700.00, placing the bid of $131,566.00 approximately 16 percent below the estimate.

 

The Multi-Project Labor Agreement (MPLA) certificate was not included in this contract due to the specialized nature of the work.  If any trade work is required, it will be performed by in-house labor forces.

 

The Revised Appendix D was not included in this contract due to the specialized nature of the work.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 10-989-11, to Railroad Signal International, LLC, in an amount not to exceed $131,566.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds are available in Account 101-69000-612670.
