Dear Sir:
On December 6, 2007, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 04-824-2P Tertiary Filter Rehabilitation, Pump VFDs and Other Plant Improvements at the Egan, Hanover Park, and Kirie Water Reclamation Plants, to IHC Construction Companies, LLC, in an amount not to exceed $16,074,400.00. The scheduled contract completion date was January 10, 2010.
As of July 9, 2010, the attached list of change orders has been approved. The effect of these change orders resulted in an increase in an amount of $558,888.24 from the original amount awarded of $16,074,400.00. The current contract value is $16,633,288.24. The prior approved change orders reflect a 3.48% increase to the original contract value.
The expansion joints in North Aeration Tank No. 2 are deteriorated. If the north aeration basin were to be put back into service without repairing these expansion joints, an unacceptable amount of water would leak out of the aeration tank into the adjacent gallery. An upcoming contract, 08-865-3P, scheduled to be advertised in January 2011, requires the south aeration basin to be taken out of service. If the expansion joints are not repaired, the Maintenance & Operations Department will not be able to place the north aeration basin back into service, and the south aeration basin cannot be taken out of service for repairs. This work was not included in the original contract design because these joints were not leaking at the time the contract was advertised.
The contractor submitted a cost proposal (CCO-45) in the amount of $29,007.00. The engineer reviewed the proposal, found it reasonable, and stated via correspondence 760, that the Engineering Department would recommend its approval.
The change order is in compliance with the Illinois Criminal Code since the change is due to circumstances that were not reasonably foreseeable at the time the contract was signed, and is in the best interest of the District.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 04-824-2P, in an amount of $29,007.00 (0.17% of the current contract value), from an amount of $16,633,288.24, to an amount not to exceed $16,662,295.24.
Funds are available in Accounts 401-50000-645650 and 645750.
