Dear Sir:

 

Authorization is requested to issue a purchase order (PO) and enter into an agreement with Horizon Technology, Inc. (Horizon) to furnish, deliver and install two add-on 4790 extractor units, one DryVap Concentrator/Drying System - 5000, one SPE-DEX Model 3000XL automated oil and grease extractor and one SpeedVap III evaporator system at the Egan Analytical Laboratory (EAL) and the Egan Organic Compounds Analytical Laboratory (OCAL) of the Monitoring and Research Department.  The EAL and OCAL will use this equipment for the measurement of fats, oils and greases (FOG), and the sample preparation of base neutral acid/emerging compounds in aqueous and solid treatment plant samples.

 

This new equipment replaces older models that will be retained as backup devices.  The automated equipment alleviates the labor intensive nature of the FOG and emerging compound analyses of treatment plant samples.  As a result, the analyst may conduct other work while the equipment automatically performs multiple USEPA extraction methods simultaneously and routine manual elements of the analysis with greater precision.  Horizon is the only company to provide fully automated systems which comply with USEPA Method 1664A used by EAL, and perform multiple USEPA extraction methods simultaneously.

 

Horizon, the sole-service provider of the automated oil and grease extractor systems, has submitted pricing for the services, equipment and accessories required.  Inasmuch as Horizon is the only source of supply for the services, equipment and accessories required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).  In addition, the equipment and accessories provided under this PO/agreement are economically available from a single source.

 

Horizon is registered and in good standing with the State of Illinois.

 

This same automated instrumentation is currently used at the Stickney Industrial Waste Laboratory.  The use of the same instrumentation provides uniformity of procedure and data quality at both labs and can be used with an existing Horizon solvent recovery system in use at EAL.  In addition, the instruments will be covered under an existing service agreement the District has with Horizon.

 

The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a PO and enter into an agreement with Horizon, in an amount not to exceed $73,831.00.

 

Funds are available in Account 101-16000-634970.
