Dear Sir:

 

On Saturday, July 24, 2010, the Des Plaines tunnel vent shaft adjacent to the Mainstream Pumping Station's Dewatering Valve Chamber experienced a prolonged overflow of water. The water quickly flooded the area and damaged the ComEd transformer and the emergency generator which supplies back-up power to the Dewatering Valve Chamber. Without power, the Dewatering Valve Chamber sump pumps were not able to evacuate/convey the ground water infiltration, resulting in approximately 18 feet of water within the underground chamber. Consequently, the valve chamber’s switchgear and controls, backup batteries and emergency generator require repairs. The overflow also occurred at the Trash Rack Building resulting in approximately 5 feet of water damaging the Trashrake/Clamshell's controls and power distribution equipment.

 

The dry well of the Upper Des Plaines Pumping Station also flooded, as a result of this storm event and the medium voltage switchgear was damaged. This facility requires cleaning, testing and repairs under this emergency contract.

 

Immediate repair of the Pumping Stations was needed to restore the pumping capacity and normalize the operations as soon as possible. In response, on August 3, 2010, the Board of Commissioners authorized the executive Director to proceed with emergency repair of the Pumping Stations in an amount not to exceed $450,000.00. An emergency work agreement with Divane was executed and repair work commenced.

 

In accordance with Section 11.5 of the Purchasing Act, it is requested that the Board of Commissioners declare an emergency to repair the Pumping Stations in order to protect the public health and safety, and to ratify the execution of the emergency work agreement with Divane in an amount not to exceed $450,000.00, Contract 10-900-01.

 

Funds are available in Account 901-30000-667220 (Req. 1309589).

 

It is also requested that the Board fix the date on which the emergency is to terminate as August 26, 2010. A full report of the resolution of the emergency will be presented to the Board at a forthcoming regular Board Meeting.
