Dear Sir:

 

Authority is requested by the Director of Engineering for the Board of Commissioners to declare an emergency affecting public health and safety to rehabilitate the 36 inch diameter Main Drain at the North Side Water Reclamation Plant

 

During a routine ground inspection in the month of May, a sinkhole was discovered in close proximity to a manhole on the 36 inch diameter Main Drain at the North Side Water Reclamation Plant.

 

The Main Drain is a 36 inch diameter corrugated metal pipe encased in concrete and was constructed in 1925. The total length of the drain is approximately 1600 feet. The sewer drains sump pumps and tanks from the plant and the water from the grit dewatering process in the Grit Building. Subsequent closed circuit television inspection of the drain line revealed a hole in the crown of the sewer at the exact location of the sinkhole. Due to questionable structural integrity, the drain line may be in danger of imminent collapse at the location of the sinkhole.

 

Additionally, the closed circuit television inspection showed that the drain is badly corroded at a number of places in its entire length and needs to be rehabilitated. The North Side Water Reclamation Plant cannot sustain normal operation without the use of the main drain. Due to the critical nature of this drain line, the Maintenance and Operations Department has asked the Engineering Department to rehabilitate the pipeline.

 

The Engineering Department proposes to rehabilitate a 280 feet segment (within which the sinkhole is located) of the drain under the emergency work order now and the remaining 1320 feet including manholes under a regular engineering contract in 2011.

 

The emergency work will consist of rehabilitating 280 feet of 36 inch diameter drain by the cured in place pipe lining process. This process produces a “pipe within a pipe” with an estimated useful life of at least 50 years.

 

Kenny Construction Company was requested to review the condition of the drain and to provide sewer rehabilitation services. The Engineering Department is in the process of preparing an agreement with Kenny Construction Company at a cost not to exceed $120,000.00. The work will be completed by September 15, 2010.

 

In accordance with Section 11.5 of the Purchasing Act, it is requested that the Board of Commissioners declare an emergency to repair the 36 inch diameter Main Drain at the North Side Water Reclamation Plant in order to protect the public health and safety, and to issue an emergency work order to Kenny Construction Company in an amount not to exceed $120,000.00.

 

Funds are available in Account 401-50000-645700.
