Authority to issue a 2-year permit to Waste Management of Illinois, Inc., (“Waste Management”) to access the District’s Calumet Water Reclamation Plant to take shipments of digester sludge for biological water treatment at its CID Recycling and Disposal Facility located in Calumet City, Illinois, consideration shall be a nominal fee of $10.00

Dear Sir:

 

On June 1, 2006 and August 1, 2007, respectively, the Board of Commissioners approved a 2-year permit and a 2-year permit extension, to Waste Management to access the District’s Calumet Water Reclamation Plant to take shipments of digester sludge for biological water treatment at its CID Recycling and Disposal Facility located in Calumet City, Illinois.

 

The current permit has expired and Waste Management now requests a new 2-year permit to continue to take shipments of digester sludge, in amounts subject to the prior approval of the District’s Calumet Water Reclamation Plant personnel, for biological water treatment.  Waste Management uses the material in its aerobic biological treatment system in order to control their landfill leachate discharge to the District’s system.  The system requires active bacteria similar to that found in the District’s digester sludge.

 

The District’s technical departments have no objections to this request.  Waste Management will be required to provide proof of standard indemnity and $5,000,000.00 general commercial and pollution liability insurance, to post a $5,000.00 performance bond, and to provide evidence of proof that the motor carrier transporting the sludge has proper authority to do so.  The consideration will be a nominal fee as in the prior permit and extension.

 

It is requested that the Executive Director recommend that the Board of Commissioners authorize and approve the issuance of a 2-year permit to Waste Management of Illinois, Inc., to access the District’s Calumet Water Reclamation Plant to take shipments of digester sludge for biological water treatment at its CID Recycling and Disposal Facility located in Calumet City, Illinois.  Consideration shall be a nominal fee of $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after same is approved by the General Counsel as to form and legality.
