COMMITTEE ON PROCUREMENT

Mr. Richard Lanyon, Executive Director

Title

Authority to Advertise Contract 11-100-11 to Furnish and Deliver Radiochemical Analyses of Water, Wastewater, Sludge and Biosolids Samples, estimated cost $165,712.00, Account 101-16000-612490, Requisition 1304049

Body

Dear Sir:

Contract documents and specifications have been prepared to furnish and deliver radiochemical analyses of water, wastewater, sludge and biosolids samples for the Monitoring and Research Department (M&R) at the Lue-Hing Research and Development Complex.

Outsourcing radiochemical analyses to an independent laboratory has proved to be cost-effective when compared to performing these analyses in the Environmental Monitoring and Research Division of M&R.

The estimated cost for this contract is $165,712.00.  The estimated 2011 and 2012 expenditures are $82,856.00 for each year.

The bid deposit for this contract is $8,285.60.

The Multi-Project Labor Agreement is not applicable to this contract because it is primarily a furnish and deliver contract.

Revised Appendix D is not included in this contract because it is primarily a furnish and deliver contract.

The tentative schedule for this contract is as follows:

Advertise:                     October 6, 2010

Bid Opening:                     October 19, 2010

Award:                     November 4, 2010

Completion:                     December 31, 2012

Funds will be available in Account 101-16000-612490 and are contingent upon an appropriation in the 2011 and 2012 budgets and will not be in effect until January 1, 2011.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 11-100-11.

Requested, Louis Kollias, Director of Monitoring and Research, LK:TG:MPC:KB:op

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Procurement
