Dear Sir:

 

U. S. Geological Survey (“USGS”), a division of the United States Department of the Interior, has requested a 4-year permit to install eight monitoring wells on District land located between the Des Plaines River and the Chicago Sanitary and Ship Canal between Summit and Romeoville, Illinois, in Cook County, Illinois.  The land is identified in the District Atlas as Main Channel Parcel No. 23.01 and Parcel 21.01.

 

USGS requests access to the land to install the wells, conduct measurements, and to conduct sampling as part of an investigation of the possible migration of Asian Carp through the groundwater.  The investigation intends to install two wells at each of four locations commencing in October 2010 over a two-week period and the monitoring will initially occur approximately once a month.  USGS has offered to share the results of the investigations with the District.

 

Parcel 23.01 is leased to American River Transport Company and USGS has been advised, that any grant to it will expressly provide, that the District’s grant is conditioned upon the USGS also obtaining the consent of any District lessee, permittee, grantee, or other party having a legal interest or right to use any of the involved land.  The other property, Parcel 21.01, is vacant at this time.

 

The District’s technical departments have reviewed and have no objections to the request to install the monitoring wells and for periodic access to repair, monitor, and remove the wells, provided that District facilities are protected and 24-hour access is maintained.

 

The monitoring activity by USGS appears to have little impact on the overall use of the sites and encompasses a small area.  Accordingly, a $10.00 nominal fee is therefore recommended.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 4-year permit to U. S. Geological Survey to install eight monitoring wells on District land located between the Des Plaines River and the Sanitary and Ship Canal between Summit and Romeoville, Illinois, in Cook County, Illinois, Main Channel Parcel No. 23.01 and 21.01.  Consideration shall be a nominal fee of $10.00.

 

It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.
