Dear Sir:

 

Authorization is requested to make payment to National Association of Clean Water Agencies (NACWA) for the District’s 2011 membership dues ($48,893.00) and a contribution to the organization’s Money Matters Affordability Campaign ($5,000.00) for a total cost of $53,893.00. The term of the District’s membership is October 1, 2010 to September 30, 2011.

 

Through its advocacy on regulatory, legislative, legal, and management issues in the courts, on Capitol Hill, and at the U.S. Environmental Protection Agency and other federal agencies, NACWA advances the vital interests of the Nation’s clean water agencies/utilities. In addition to these activities, the NACWA Board of Directors has endorsed a Money Matters Affordability Campaign for 2011 to enable NACWA to support key initiatives focused on providing public clean water agencies and the communities they serve with the flexibility needed to target limited resources to actions that maximize water quality benefit. Many of the District’s staff are members of various NACWA Committees and provide valuable technical assistance in the review of proposed regulations which affect all NACWA members.

 

Inasmuch as NACWA membership is not available through any other source, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

It is hereby recommended that the Board of Commissioners authorize payment, by direct voucher to National Association of Clean Water Agencies, in an amount not to exceed $53,893.00. Funds are available in Account 101-15000-612280.
