Dear Sir:

 

On May 20, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 10-874-11 Furnish, Deliver, and Erect a Pre-Engineered Steel Storage Building at the Calumet Water Reclamation Plant.

 

In response to a public advertisement of June 9, 2010, a bid opening was held on July 20, 2010.   The bid tabulation for this contract is:

 

GRAEFEN DEVELOPMENT, INC.                     $575,000.00

TRI-STATE ENTERPRISES, INC.                     $652,786.00

IHC CONSTRUCTION COMPANIES LLC                     $761,200.00

SEMFORD MANAGEMENT & CONSTRUCTION, INC.                     $764,880.00

F. H. PASCHEN, SN NIELSEN & ASSOCIATES, LLC                     $778,000.00

POULOS, INC.                     $857,000.00

 

Four hundred eleven (411) companies were notified of this contract being advertised and twenty-two (22) companies requested specifications.

 

Graefen Development, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.

 

The estimated cost for this contract was $835,000.00, placing the bid of $575,000.00, approximately 31.1 percent below the estimate.

 

Graefen Development, Inc., is in compliance with the Revised Appendix D as indicated on the attached report.  The protected class utilization for this contract is 10 percent Minority Business Enterprise (MBE), 21 percent Women Business Enterprise (WBE), and the bidder offers themselves to satisfy the Small Business Enterprise (SBE) goal.

 

Graefen Development, Inc. has executed the Multi-Project Labor Agreement (MPLA) certificate, as required.  The construction trades that are anticipated to be used on this contract are:  iron worker, electrician, plumber, operating engineer, cement mason, and painter.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions. In order for Graefen Development, Inc. to comply with the MPLA, they will subcontract work to C. Graefen & Sons Excavation (signatory with Operating Engineers), VanDerLaan Bros., (signatory with Laborers, Cement Masons, Carpenters and Operating Engineers) and Joliet Steel (signatory with Iron Workers).

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 10-874-11, to Graefen Development, Inc., in an amount not to exceed $575,000.00, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds are available in Account 401-50000-645680.
